Damn! Since 1996?! It doesn't help that the biggest part of representatives' time in Congress is spent fundraising for the next election. The House needs to instate a four year term, limited to no more than three terms in the House. The Senate need to limit to no more than three terms too. And, the SCOTUS and all judge appointments need term limits – a lifetime appointment is undemocratic.
