Definitely. There is no reason they cannot lock the clap function until someone has been on the page for 30 seconds. They could also place it only at the end of a post, instead of at the beginning. And, they for sure could eliminate the clap under someone's title in a pub feed. You should not be able to even see the clap function until you get to the end of a post.
