Health insurance has no reason to exist. It doesn't cut costs or improve efficiency. Neither does it make people healthier. In fact, it makes outcomes in those instances worse. In fact, you could argue that it exists only as a wealth generation pipeline, wedging itself like a damn between healthcare and patients.
