I agree! I don't think prison time is the solution, however. My experience is that most folks return worse from prison than when they went in.
Nothing in our nation motivates people more than when it costs their personal finances. Hit them in the wallet. Construction sites where women must pass will see so many of their staff scraped up that work will be halted. That will hit the companies in their bottom line. Nothing will motivate them to address behavior faster. Up-charge anyone who abuses store clerks. Start ticketing people again for unnecessary use of their horns or rude gestures/shouting on the road. Make rude customers fork out a week's wages for waitstaff they're rude to. That'll show 'em.
