I don't know if it helps you, but you can report a flickering or broken street light to municipal maintenance offices. Every community has one. I've done that myself in two different cities in different states.

And, if you're PTSD can be diagnosed as a disability, or you're elderly, there are agencies in every city and county which exist to repair and/or update homes. We had our HVAC repaired, and then replaced by such an agency which then went on to completely updated our entire home, all paid for by the agency because I'm disabled. TBF, I only knew to do that because my elderly grandfather had his home updated by a similar agency in his city. There are also veterans organizations which do something like that.

It can't change the past. But, it could, at the least, alleviate your particular fears going forward.
