I would say the relativistic approach is the more empathetic perspective. The universal needs dichotomy may account for basic life or death survival – it does not account for participatory inclusion in society. Without inclusion and the means to participate in the drivers of society, those left with the bare universal needs become the forgotten fringe, the throw away people seen as a drain on society.
