If you can, I recommend laying a ceramic floor instead of wood or any kind of laminate or carpet.

If your sheetrock and insulation likely will have to be ripped out, try to move your outlets and wiring up to just above desk height, instead of down near the floors. That's a trick my uncle in Illinois employed when he finished his basement (the house came with an unfinished, unwired basement). It always seemed very sensible to me.
