It kind of is equal in intent. A lot of communities in America rely upon school libraries for their public libraries. For example, in Raleigh, my son's high school library is also the area's public library. Also, these folks going after books in the school curriculum are going after librarians with death threats and libraries are being threatened with shutdowns or bombings of the public library systems in those impacted red states. They're trying to organize boycotts against bookstores which sell those books, as well as some more extreme efforts to organize book burnings. A slew of threats were levied at the NY library system when they opened access to students nationwide.

True, the books have not been completly banned – yet. Still, the intent here is entirely to ban books – to remove from circulation books that don't fit the rightwing's straight, Christianish, nationalist white-identity ideals.
