It's simpler than what you've detailed too – it's free speech. We may not like or agree with the speech, but it's everyone's constitutional right to speak their free speech. The problem is that too many people seem to think that having the right to say something means having no consequences to intent of those words.

Enforcing consequences is NOT denying someone's free speech rights. There should be consequences for lies. There have to be consequences for fomenting hate through spech. There must be consequences for speech that causes harm.

Yes, freedom of speech in an inalienable right. But, the with responsibility for those rights there must be consequences for the abuse of those rights.
