My own mother often took that stance with us. Our struggles were always the fault of not believing or praying hard enough. "Claim it" she would say, then blame us for not believing hard enough. It felt like she was saying I wasn't Christian enough for Christ's blessings.

Of course, she did actually think I was wayward in my faith understanding.
