Sadly, it's fantasy to expect Biden could get an amendment ratified in today's USA. Unless the Senate does away with the filibuster – and no one sees Manchin or Sinema giving in on that – a constitutional amendment has zero chance of passing in Congress. Hoping for that is just fantasy in our current political reality. If we had a more than 60 seat majority, it's still unlikely to happen because then it has to be ratified by 38 of the fifty states. Which is why the 27th Amendment has languished since 1972, even after Congress agreed to it.

I wish it weren't so, but an amendment on anything just isn't going to happen. Howevere, if the filibuster could be overturned, legislation coding federal law protecting abortion rights might make the cut.
