That I do understand. As you read in that article, "stoppage time" to add back to the game the time spent paused for injuries or referee calls. And, yes, the referee or an assistant keeps track of the amount of time the game is paused for whatever reason.

Of course, it seems to me that it would be simpler and more accurate if they just paused the clock while game play is paused.
