That was never really true. People thought they were tipping for quality of service. And, they may have done it in that sense. However, tipping has always been the owners of a service providing business cheating their employees by not paying them a fair wage while also cheating their clientele, leaving the employees' pay reliant up customers' tips.

Tipping wouldn't exist in a fair and equitable income culture.
