That's far too lenient. It's your pub and your reputation. You made that offer before the person blocked you. This end-run is unacceptable. Any company publication would fire her in a trice for such behavior. I recommend deleting her from the pub writers so she cannot submit to it.

An "end-run" in US English is "a secret or dishonest attempt to avoid a rule, problem, etc. They tried to make/do an end run around the [rule] but they failed.
