That's not "liberal" – It's cruel to just lock up addicts, the homeless, and people with serious mental health issues. But, neither is it compassionate to just turn them out onto the streets. That's a flat-out moral failure of policy makers. Sadly, ours is a country where babies must be born, but not fed or educated, nor provided for if they become addicts, homeless, or mentally ill.
