There are actually many "add-ons," particularly in the OT texts. Scholars have identified a lot of them by studying linguistic etymology in the texts. For example, that Levitical stricture against same sex relations is almost assuredly added to the rest of the etymologically much earlier text.
Given the abruptness of that second statement's change in nature from the preceding statement, I would say it's a sure bet the second is etymologically later than the first.
