There is a huge difference between being frugal and being a cheap and stingy penny pincher. My husband is frugal — so am I. But, he's never been stingy. He always chooses the best we can afford. To be frugal doesn't mean to be stingy. Being stingy is being cheap and mean with money; it's someone who is ungenerous… Scrooge-like. To be frugal is being circumspect and careful with expenditures.

Otherwise, I agree wholeheartedly. If you find yourself with someone stingy, exit stage left post haste!
