To tag a person, you need their @ID. You find that in their personal URL string. For example, my personal URL is "https://momzillanc.medium.com/" and my @ID tag is "@MomzillaNC. If you get it correct, the system will pop up Medium writers with the @ID you've typed in. Just click on the writer you want to tag.
