Why do you block someone for clapping only once? I do not accept that the algorithm targets folks for that. I'm certain you are mistaken about this.

Some newbies at the outset, after all, don't even realize they can clap more than once. Some single claps are politeness when someone goes to a post to read. If they're not enamored of the content, or the grammatical errors are too many to be ignored, but they read and acknowledge the effort — I've done this. Sometimes, your phone app whigs out when you hit the clap once and pops up the home icon where the clap should be, causing you to navigate away from the post — this has happened to me a few times.

Anyone who wants to blocks someone for a solitary clap is only hurting themselves. After all, the earnings only pay for the FIRST clap. Additional claps do not directly go to earnings. More claps only affect how the algorithm places your posts in the feeds — how it helps get more eyes on your posts.
