Yes, I do know that some charter schools perform well in some regions. Put those same schools in a place like a nearby rural community to me and you get very different results.

As to those public schools failing students, the reasons are lack of funding and local impositions resulting from a determined undercutting of the public school system by those in leadership who don't want education beyond teaching kids to be patriotic industry cogs. There's a reason most of those poorly performing public schools tend to be in marginalized communities as well – again, due to certain intent in some governing leadership.

Plus, funding bled off for charter schools in those areas and for voucher programs do more to leave those marginalized students behind in underfunded and the increasingly under attack public school curriculum.

Frankly, there is no logical reason that those charter school and magnate school programs which are proven to work should not be incorporated into public school systems nationwide. Well, no logical and forward thinking reason why not.
